1. I venture to again address you regarding Mr. J.F. Boulton, as his case seems not yet to have been fully and clearly put before His Excellency the Governor, and I regret to note from His Excellency's minute of 31st May, 1899, that in one matter in which I compared Mr. Boulton's case with Mr. Mudie's I failed to make myself understood. What I meant to put before His Excellency was that up to March, 1891, the cases of these two officers were similar, while Mr. Boulton's claim to a permanent engagement under Government seems to me to have been the stronger of the two, from the fact of his superior training as an Engineer and his longer service under Government.
